It being a mod, a cutscene could probably make that happen, triggered at some point along the coast where you're close to the sea. EDIT: Also, about it being a cheap experience, it's not part of the full game, it would just be a mod to jam in Lost Coast to Half-Life in a semi-reasonable way. It's not like it's going to ruin the whole game.
